Community Improvement Districts (CIDS):
Property owners may petition the City Commission to create a Community Improvement District (CID) for projects exceeding $200,000. Applicants may request special property tax assessments within the district, special sales tax up to 2% within the district or a combination of both. All property owners within the proposed CID must participate in the petition. Upon creation of a CID, revenue generated by these sources is available through a pay-as-you-go account. A CID can exist for a maximum of 22 years.

City of Liberal Neighborhood Revitalization Program
This plan is intended to promote the revitalization and development of certain areas within the City of Liberal in order to protect the public health, safety, and welfare, and improve economic conditions which impair and arrest the sound growth of the community for the residents of the City. The City will offer property tax rebates for certain improvements or renovation of the property with the designated areas in accordance with the provisions of K.S.A. 12-17, 114 et seq.

Incentives offered by the State of Kansas
The Kansas Department of Commerce offers various incentives to businesses looking to expand or relocate to the state as well as local businesses who are expanding their operations. The Kansas Business Incentive Guide explains each incentive available.

Workforce Training Programs
The Kansas Department of Commerce administers two training programs to assist businesses with training new and existing programs. They are the Kansas Industrial Training Program (KIT) and the Kansas Industrial Retraining Program (KIR). Click on the link below to learn more about these two programs:

Other Local Industrial Incentives
Industrial Revenue Bonds - The City may issue securities to provide funds for credit-worthy companies to purchase land and/or construct and equip new facilities.
Property Tax Abatements - The City may abate ad velorem taxes on all or any portion of the appraised value of a property used by a qualifying business.
Infrastructure Improvements - The City may provide certain infrastructure improvements within the City's Industrial Parks for qualifying businesses.
Tax Increment Financing - The City establishes the policies and procedures for considering applications for the creation of TIF redevelopment districts, the approval of redevelopment project plans, and the issuance of TIF bonds of the City.
Facade Grant Program - This is a 50/50 grant match up to $5,000 for facade improvements for any existing business located within the City of Liberal.
